Qualification Requirements for Bidder (a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People"s Republic of China"; (b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目是專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價***；（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。 (b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of smes during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises. Not included in Credit China (www***) and China Government Procurement website (www***) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3. Must have the construction project quality inspection qualification certificate issued by the competent department at the provincial and municipality level (the detection scope meets the requirements of this project); 4. Subcontracting is not allowed for this project.
